John Rose, a former Canadian statesman who had become a London financier, came to Washington, D.C., in January 1871. He and U.S. Secretary of State Hamilton Fish readily made arrangements with the British minister, Sir Edward Thornton, for submission of the various disputes to a joint high commission. This had been Fish's desire since taking office.
